Since April 2002, all glazing installations have fallen within the scope of Building Regulations. Anyone installing replacement windows must ensure that the products fitted comply with strict energy performance and safety standards.
Around 2 million glazing installations are performed each year. To reduce the burden on local authorities, the Glass & Glazing Federation (GGF) set up FENSA – the Fenestration Self Assessment scheme. FENSA Members certify that their work meets the standards set in Building Regulations, and are randomly inspected by FENSA to ensure that they maintain these standards.
If you are selling a property that has had new windows fitted since April 2002, you will need to provide the buyer’s solicitor with a FENSA certificate. These certificates are sent direct from FENSA – if you have lost yours, replacements are available from FENSA on receipt of an administration fee. At the time of writing, this fee is £20 (inc. VAT). What is covered by FENSA?
- All windows installed after April 2002.
- Doors installed after April 2002 that have a glazed area of in excess of 50%.
FENSA does not apply to porches, conservatories, orangeries, or to new build properties and extensions. In these cases, standard Local Authority Building Control processes continue to apply. Properties that are flats may require planning permission before new windows can be installed.
